No. He meant Lebennin. Have you read any of his works? All of Tolkien's poems are from his literary works, many of them written in languages of his own invention. This one is written about the land of Lebennin, part of Gondor in it's prime.
Does he mean Lebanon? ? ? ? ? It wasn't that great but good.
